Care Program (ECP) Handbook
Program Purpose
and Philosophy
The purpose of the OBS Extended Care Program (ECP) is to
provide safe, loving, stimulating Christian care for youngsters who attend
our kindergarten and elementary school. The program is offered as a
service to parents who are working or otherwise unavailable to care for
their children at home during the day.

Admission
The OBS Extended Care Program is available only to
Registered OBS students in pre-K-3 (must be toilet trained without adult
assistance) through grade 5 regardless of race, color, national, or ethnic
origin. It is licensed by the State Department of Social Services to
accommodate children aged three to twelve years.

Hours
of Operation
The OBS ECP will be open from 6:00 a.m. to 6:00 p.m. Monday
through Friday, on days that school is in session to include school
conference days. The ECP will close when the school is closed for
holidays, breaks, or inclement weather. The only exception is Easter
break. During that time, the ECP operating status will be determined by
a parent survey beforehand with a decision made at least two (2) weeks
prior.
Note: During summer vacation, the program is called
Camp Funtime. Separate registrations, policies, and handbook apply. See
the office for an application form and/or more information.

Inclement
Weather
As Orcutts student body primarily resides in the Newport
News Public School (NNPS) district, we will follow their decisions for
the weather delays or closings. Please note the following bad weather
guidelines:

Delayed Opening 1 Hour: ALL STUDENTS REPORT AT 9:15. Before
school daycare will not be available. After school daycare will begin
at 11:45.

Delayed opening 2 Hours: ALL PRE-K, HALF-DAY PROGRAMS ARE
CANCELLED. Only kindergarten (K-5) and grade students report at 10:15
a.m. Before school daycare will not be available. After school daycare
will begin at 2:45 p.m.

Closed: All school and daycare operations for the entire
day are cancelled.
In some instances, NNPS school closings or delays may not be available
until 6:30 a.m. Before school daycare will not accept students on these
questionable weather days until a final decision is made by NNPS. If the
school closes, the before and after care program will be closed. Thanks
for your understanding.

Registration
and Fee Policies
*Registration Fee: The weekly full-time general
registration fee of $100 for the ECP is due when the registration form is
submitted by the parent or guardian. This one-time fee is required for
full-time and part-time participants. Full-time care will include breakfast,
lunch, and snacks for pre-K children. It includes breakfast and snacks for
kindergarten & graders. Kindergarten & graders are expected to bring/or
buy their lunch at school as they are not part of the Extended Care Program
at that time.
Weekly full-time ECP rates are $70 for kindergarten & grade
students and $80 for pre-K. A 25% discount applies to the equal or lesser
amount of a siblings weekly fees.
*Please Note: All school & Daycare fees are subject to change
at the School Boards discretion.
*Payments: For all participants, payment for
using the ECP program is required on or before the Monday of the week
preceding ECP attendance. It can be made in the office between 8:30 a.m.
and 3:30 p.m. Please note on your check the name of the student (Since
records are kept by student names.) and designate as an ECP payment. When
the office is closed, please put your check (NO CASH PLEASE) in an envelope
and place it in the sign in/out book located in your childs ECP
classroom.
*Absence Payment Policy: Parents who sign a
FULL-TIME CONTRACT for the OBS ECP pay the regular full-time fee,
regardless of the childs attendance, unless the child is ill for a
minimum of three days in succession. If the child has been absent three
or more consecutive days because of illness, a written note listing the
dates must be given to the Director immediately upon return to school
before a reduction in fees can be made.
*Full-time Students: Parents who sign a
FULL-TIME contract for Pre-K students will pay $80 weekly; K-5 and Graders
will pay $70 weekly regardless of attendance.
*Part-time Students: Parents who sign a
PART-TIME contract for Pre-K students will pay $5.00 per hour or any part
of an hour. These fees will NOT include meals and snacks. Breakfast will
cost $1.00, lunch will cost $2.00, and snacks will cost $0.50. Part-time
participants should give a 24 hour advance notice of attendance to
facilitate staffing and meal planning.
*After School Clubs: If grade students are
engaged in an after school activity (ie. clubs) and then go to the
after-school program, previously stated charges will still apply. The
charge applies because the childcare staff is on duty and still responsible
for the students from the time a parent signs them in until they are
signed out.
*Discounts: When two or more children (i.e.
brother & sister, two brothers, two sisters, etc.) are enrolled in ECP
full time, and as long as all attend at the same time, a 25% discount is
given for the cost of the second/third child. Discounts do not apply to
extra fees charged during the school breaks or holidays.
*Past Due Fees: When two or more children (i.e.
brother & sister, two brothers, two sisters, etc.) are enrolled in ECP full
time, and as long as all attend at the same time, a 25% discount is given

*Returned Check Policy: If a check is returned
by the bank for insufficient funds, the writer must pay OBS $25.00 for a
returned check. After two returned checks, the parent must pay all
Extended Care fees in cash.
*Late Pick-up Fee: Parents need to be prompt in
picking up their children. A fee of $10.00 for each part of a quarter-hour
will be assessed whenever a child is picked up after 6:00 p.m., even if
notification has been given by phone. After the 2nd late pick-up, the fee
will increase to $15.00 for each part of a quarter-hour. Several late
pickups will be considered just cause for disenrollment from ECP.
*Holiday Weeks: When a holiday such as
Thanksgiving or New Years Day results in opening the ECP for three/four
days in a given week, no adjustments will be made to the weekly rate.
*School Conference Days: During the all-day
conference/workdays, there will be an additional $15.00 fee due to the
extended time daycare is required for your child.....this amount will
include lunch.

General Policies
Arrival Procedures:
When parents arrive with children for the childcare program, they must park
their car in the parking lot (away from the curb) and bring the child into
the assigned childcare room and sign in.
CHILDREN MAY NOT BE DROPPED OFF AT THE DOOR
Departure Procedure: At departure time in the
afternoon, a parent or guardian not a sibling must sign the child out
and collect any belongings. The parent must provide written notice in the
morning of any change in drop-off or pick-up plans.
THE PARENT SHOULD LIST ON THE APPLICATION FORM THE NAMES
OF THOSE PEOPLE ALLOWED TO PICK UP THEIR CHILD.
Staff members will ask for identification of any unfamiliar
person arriving to pick up the child. They will compare that information
to the authorized list of names on the application form.
Appropriate Clothing:
All students attire will follow the guidelines of the schools dress code
policy as stated in the OBS Student and Parent Handbook. Children should
wear comfortable, washable clothing suitable for the season. Since they
play outdoors even in chilly weather, they need warm clothing at that time.
We also recommend jackets with easy to work zippers, buttons or snaps, and
clothing that is roomy, never too tight. Please avoid sending children to
the ECP with clothing that cannot get dirt or paint on it. We will try our
best to prevent paint smears, drops, etc.; however, children will be
children. We DO provide paint shirts!
Bringing Toys and Other Items:
Children in the ECP may bring a small stuffed animal to cuddle with during
nap time. Toys, dolls, and game boys are NOT permitted. To ensure the
safety of everyone, dangerous items such as glass jars or sharp or pointed
toys are NEVER allowed at OBS. At no time should anything valuable be
brought to the program.
ORCUTT BAPTIST SCHOOL ACCEPTS NO LIABILITY FOR ANYTHING
LOST, STOLEN, OR BROKEN.
Child care personnel, the Directors, and/or
the Administrator reserve the right to have the parent take back any items
that are not suitable to remain at OBS. If parents have a question about
what is acceptable, they should ask before allowing the child to arrive
with the item.
Pre-K Bedding and Extra
Clothing: For pre-K, the parent should place the bedding or
clothing in the childs cubby. Due to the size restrictions of the
cubbies, blankets should not exceed 3 ft. x 4 ft. and the pillow should
be approximately infant size. New request: It is also suggested to send
a crib sheet in order to cover the plastic naptime mats
Rest Time For Pre-K: The Commonwealth of
Virginia requires that we provide rest time each day for preschool
children. Each Monday morning, parents of Pre-K children should send a
small coverlet, a small pillow and a stuffed animal, if desired. These
are to be taken home and laundered each Friday and then returned the
following Monday. Sleeping bags and large pillows are not acceptable
because they do not fit into cubbies. Parents must label each piece of
bedding and personal items with the childs name.
Additional Items Needed For Pre-K Students: Pre-K
must have:
- A plastic bag marked for ECP that contains a complete change of
clothing and a sweater or jacket to use for cooler weather.
- Protective shoes ie. tennis shoes, enclosed shoes that lace, tie,
Velcro, etc. (Sandals, flip-flops, jellies, water shoes, slip-ons,
etc. are not allowed.)
- All items, including clothing, that are brought to school must be
labeled.
Food and Nutrition Policy- Pre-K
children (3year olds and 4 year olds) will be served a meal/meals and a
snack for the period during which they are present in ECP. All students
who remain for the ECP afternoon session will be served a snack.
Exceptions:
- K-3 and K-4 students will need to bring a snack for their
class-time morning snack.
- Lunch will be served from approximately 11:50 12:30 for K-3 and
K-4 students who stay for daycare.
Meal times:
- Breakfast is served between 7:15 and 7:45 a.m. for all ECP
participating children.
- Lunch will be served from approximately 11:50 12:30 for K-3 and
K-4 students who stay for daycare.
* Weekly menus are posted in the daycare rooms and
cafeteria.
*Communication -
The best way for parents to communicate messages regarding any personal
concerns is to place a written note in the sign-in/sign-out book. During
daycare hours, the caregivers attention must be completely focused on the
children. It is not a time for discussions/conferences on these matters. If
necessary you may also request the director contact you by phone.
Rules of Conduct and Discipline - The same rules
of conduct for students listed in the OBS Student and Parent Handbook also
apply for the ECP
The Following behavioral expectations apply:
Expected behavior will be on the childs developmental level.
Limits or rules will be appropriate. They will be understood by the
children to whom they apply.
Discipline will be fair & consistent.
Discipline will be timely and appropriate for the infraction. At OBS
the natural Consequence policy usually applies. (e.g., If a child
hurts another child on the playground, the child must remain away from
the other children for a given time period since he/she cannot
appropriately handle being near them.)

There will be no physical punishment or disciplinary action
administered to the body; such as spanking or forcing a child to
assume an uncomfortable position.
-
Children will not be shaken or jerked at anytime.
-
The adults in charge will not force or withhold food or naps.
-
The adults in charge will not punish toileting accidents.
-
Staff will not be verbally abusive. This includes threats and
belittling remarks about child or family.
The following disciplinary methods may be applied:
-
The child who will not cooperate may be removed from the group or
redirected to a different activity.
-
The child may be isolated at another table or part of the room and
given toys or books to read quietly while the rest of the group
continues with its activities.
-
The child may be taken aside and spoken to firmly about the problem.
-
The child may be taken to the Director for isolation and discussion
of the problem.
-
The child may be taken to the Principal or Administrator for further
discipline or parental involvement.
The continued enrollment of any child in Orcutt Baptist
Schools ECP is at the discretion of the Director, Co-Director, and/or
Administrator. If at any time they believe that the program is not
appropriate for your child or that your childs behavior distracts or
inhibits the growth, safety, or happiness of others, the parents may be
requested to withdraw the child after a one-week notice. If the childs
behavior is a danger to self or others, necessary withdrawal will be
immediate.
In all discipline situations the child will remain in plain
view of the adult in charge of his safety and well being. If he/she
cannot be handled in the ways listed above, the parents may be called to
come to school to discipline the child or take him/her for the rest of
the day. Children are not allowed to hurt other children in any way or
to use abusive language at OBS. If a child persists in the negative
behavior in spite of conferences with him/her and the parents, the latter
will be given a one week notice of withdrawal from the OBS ECP. In an
extreme case, the Administrator will immediately withdraw the child from
the program.
Addressing Problems - Parents
should feel free to bring to the attention of the ECP Directors any concern
or problem that might arise. If a satisfactory solution cannot be reached,
parents should discuss the problem with the principal who is the ECP

State Mandated Criteria for
Extended Care Program (ECP)- The following guidelines apply:

We ask that you do not bring in or provide outside food during meals
or snacks, as ECP must ensure strict state nutritional guidelines are
met.
-
Meals and snacks will meet the nutritional needs of children as
established by the Child Care Food Program of the U.S. Department of
Agriculture.
-
Meals and snacks will provide some opportunities for children to learn
to eat and enjoy a variety of nutritious foods
-
Food to share may be brought to the ECP only for special holidays or a
childs birthday. Parents must notify the child care staff in advance
of a planned event when food will be brought from home. This food must
be baked fresh and wrapped to protect against contamination. Parents
should label the food container with the childs name and the purpose
for bringing it. All leftover food must be sent back home that same
day. (Cupcakes or sheet cakes and milk or juices provide a nice
birthday party.) Necessary paper products must also accompany the party
goods.
NUTS, CHEWING GUM, AND/OR HARD CANDY ARE NOT PERMITTED.

Health Policies
Yearly Physical -All new ECP
children (not those enrolled at Orcutt Baptist School during the last year)
must provide the standard Virginia medical examination form (MCH 213D)
signed by a licensed physician or official of the local health
department. The form must state that a physical exam has been done within
the past twelve (12) months and must contain the complete record of
shots. (See Immunizations) This form is available in the school office
and/or provided with the ECP application.
Immunizations - Virginia
state law requires that OBS must have a dated record of immunizations
signed by a licensed daycare. If a child has had a physical exam within
the past calendar year, usually the doctors office will fill in the form
and have the doctor sign it.
If not already on record at Orcutt, every child must also
present proof (a record signed by a licensed doctor) that the following
required immunizations have been administered:
4 Year Olds
4 or more DTP
3 or more PV (polio)
3 or more MMR (measles, mumps, rubella) or evidence of shots
given individually
TINE or other TB tests given within the past year as well as written
results of that test.
4 or more HIB (Haemophilus influenza type B).
1 or more Chicken Pox (Varicella). All susceptible children born on
or after January 1, 1997, shall be required to have a dose of chicken
pox vaccine.
Hep.B (Hepatitis B) A minimum of 3 doses for all children born on and
after January 1, 1994 (with at least 4 months spacing between the 1st
and 3rd doses).
Annual flu shot (optional)
4-5 Year Olds - Identical to the above with
the exception of:

1 more dose of DPT

1 more dose of IPV (Polio)

#2 dose of MMR

Annual flu shot (optional)
11-12 Year Olds - Identical to the above with
the exception of:

One TD dose for DPT
Immunizations may be administered at the Newport News
Immunization Clinic on J. Clyde Morris Blvd., or at the York County
Health Department at 5615 George Washington Highway.
Regulations Regarding Immunization Records:
-
Immunizations reflected on the record must be dated. Check marks
are NOT acceptable proof.
-
The list of immunizations and their corresponding dates must appear on
the official state physical form (MCH213D).
-
The record should be updated until the final boosters for DTP, PV and
MMR have been administered.
-
The record should be updated to reflect any Hep. B boosters received.
Policy for Injury Prevention
We review our Daily Log on injuries/incidents and determine danger
areas. This is assessed monthly by the Advisor and Co-Directors.
We make a weekly check of outdoor hazards.
We make a weekly check of indoor hazards.
A designated person fills out a checklist.
The STAFF is informed of unsafe situations to look for and report
on.
Our maintenance department is informed immediately concerning
unsafe situations.
Illness - If the child becomes seriously ill
or injured while attending ECP, the staff will try to notify the parents
immediately and/or call 911 depending upon the situation. Meanwhile, the
staff will continue to try to locate a parent or designated emergency
contact. *If necessary the parent and/or designated contact person needs
to come immediately to the school and pick up their child.
No child who has had a fever within the past 24 hours may
come to Extended Care that day or the next day. He/she must not attend
Extended Care until well for 24 hours.
Regarding vomiting and diarrhea, the child will be monitored
by the Health Coordinator for 30 minutes after the initial incident. Any
subsequent occurrences will require the child to go home for the day.
Injury - A minor injury that requires simple first
aid will be treated wherever it happens by a trained first aid provider on
staff. The parent will be notified about the incident at pick up time and
will receive a written accident report form to read and sign in
duplicate. The parent will get a copy, and the other one will be place in
the childs file.
Contagious Illness -
Parents are duty bound to inform the ECP staff whenever their child has
been exposed to a contagious illness or has had one shortly before
reporting to school. A doctors statement of good health is required
before the child can return to the program if he/she has suffered strep
throat, measles, impetigo, scarlet fever, pink eye, head lice, or any
other contagious disease.
Communicable Disease Parental Agreement:
Parents must inform the ECP office within 24 hours or the next business
day after his/her or any member of the immediate household has developed
any reportable communicable disease, as defined by the State Board of
Health, ie. Chickenpox, Fifth Disease, Measles, Hepatitis A, Mumps,
Meningitis, Lice, Impetigo, Salmonellosis, Scabies, Scarlet Fever, Ring
Worm, Whooping Cough, and any other communicable disease as defined by
your Doctor.
Head Lice:
When active head lice is found, the child will immediately be removed from
his/her ECP class. The parent will be called to take the child home for
treatment. A head lice treatment information sheet will be given to the
parent at the time of pick-up. The child may return to ECP 24 hours after
treatment. Before the child may return to his/her daycare room,
the parent/guardian and the Extended Care Director (or other trained staff
member) will do a thorough inspection of the childs scalp for active head
lice. If the child is found to have active head lice within 30 days of the
initial infestation, the child will then be required to be NIT FREE before
re-entry.

Administration
of Medications
Prescription and non-prescription medication will be given
to a child at Extended Care only with the specific written authorization
of a parent or guardian. (Please use OBS form available in the OBS and
ECP offices.) The prescription medication must arrive at ECP in the
original pharmacy container and labeled with the childs name, medication
name, the amount and time of dosage. The parent must give the prescribed
medication to the Directors, Assistant Director, or the Administrator. No
mediation will be accepted in zip-lock bags, sandwich bags, or other
containers. Children are never allowed to carry their prescription
medicine inside or outside of OBS. Please contact the Medical Director
if your child has any serious allergies. The State of Virginia has
certain requirements that involve paper work that must be completed by
the childs parents and Physician.
In order to prevent the use of
outdated medication, your medication will be returned to you after the
authorization date has expired. If medication is to be taken for a
long period of time, please bring in the new refilled bottle with the
most recent date. All medication will be kept in the Health
Coordinators office.
Medicated Chapstick & Medicated Lipbalm will require a
medical release form.

Child
Abuse Policy
Orcutt Baptist School and its Extended Care Program are proud
to be accredited and licensed by the Virginia Department of Social
Services. As such, we are obligated by law to adhere to many different
standards, guidelines, and regulations to ensure the utmost in quality
care for your child. One area that requires our vigilance is that of child
abuse and neglect.
While everybody should be concerned about child abuse and
neglect, certain groups of people are more likely to have the opportunity
to recognize and report it. As childcare providers, we are required by
law to report all cases of suspected abuse or neglect to child protective
services. Actual reports from the school, however, have been rare.
It is important to note that our report of suspected
maltreatment is not an accusation. Rather, it is a request for the
helping process to begin. Any inquiries, if necessary, are handled
confidentially and strictly by child protective services.
If a report is made by the school, there will be some
instances when we notify the parents and others when we may not. Each
instance is case specific with the childs safety constituting the
overriding criteria for parental notification. The identity of the person
who makes the report is always treated confidentially.

in which you reside.
Emergency Information -
It is critical that parents keep all emergency numbers and
addresses up to date in the school file so the staff can quickly contact
the parent in case of an accident or serious illness. This includes
home, work, and two emergency contact numbers and addresses.

Field Trips
During the school year, when regular school classes are not
in session, ECP participants may be taken on field trips to make their
day special. On those occasions, a sign-in sheet will be posted by the
sign-in/out book. If you choose not to have your child attend the trip,
you may be required to pick him/her up from school.

It is the sincere desire of the staff and administration
of Orcutt Baptist School to provide a safe, loving and enjoyable
childcare program. If there are problems or short comings of which
we are unaware, please take the time to tell us about them so we can
address them and improve our program. We acknowledge our responsibility
before you and God for the quality care of your children, and promise
to the best of our ability to fulfill it.
